Badge for NAPUS convention

Description:

The metal-framed tag identified the wearer as A. O. Klingen of Minneapolis, Minnesota. The blue ribbon shows that Klingen was in attendance at the National Association of Postmasters (NAPUS) conventions held in St. Paul, Minnesota, from September 21-23, 1938. The state seal of Minnesota appears in gold print on the ribbon.

NAPUS formed in 1898, at a time when postmasters gained their jobs through political appointment. In 1938, the year of this convention badge, postmasters became part of the Civil Service system under the O’Mahoney-Ramspeck Act.
