Official stamps were reinstituted in 1983 to provide a method of prepaying postage by Government offices and officials in small offices or isolated locations. This cover sent from the Department of Agriculture Soil Conservation Service in Doniphan, Missouri, is addressed to the Department of Agriculture Soil Conservation Service in Columbia, Missouri. It bears a 17 cent (Scott O130) and a 20 cent (Scott O135) stamp. The purpose of official stamps is illustrated by the hand stamped postmark dated September 10, 1984, from the small farming and timber town of Doniphan, Missouri.
