John Foster Dulles Memorial Issue

The Department issued this 4-cent stamp on December 6, 1960, through the Washington, DC, post office, in honor of John Foster Dulles (1888-1959), who was the secretary of state from 1953 until 1959.

Designed by William K Schrage, the stamp was printed by the rotary process, electric-eye perforated, and issued in panes of seventy stamps each. An initial printing of 120 million stamps was authorized.
