The Postal Service issued its $9.95 Eagle Express Mail stamp on June 16, 1991, in Sacramento, California, in conjunction with the beginning of the US Olympic Festival torch run. The Postal Service was a worldwide sponsor of the 1992 Winter and Summer Olympic Games in the category of expedited mail.
The stamps were designed by Ned Seidler and issued in panes of twenty. The stamps were printed in the offset/intaglio process by the American Bank Note Company.
