The Department issued this 4-cent stamp to honor Speaker Sam Rayburn (1882-1961) on September 16, 1962, through the Bonham, Texas, post office. The portrait featured in the stamp was an original drawing by Robert L. Miller, which was based on a photograph appearing in House Document 247 of the 87th Congress, "The Leadership of Speaker Sam Rayburn."
The stamp was printed on the Giori press and issued in panes of fifty stamps each. An initial printing of 120 million stamps was authorized.
