The Department issued this 4-cent stamp on September 28, 1960, through the Washington, DC, post office to commemorate the 100th anniversary of the first treaty to promote mutual understanding and good will between Japan and the United States.
Designed by Gyo Fujikawa, the stamp features a view of the Washington Monument with sprays of Japanese cherry Blossoms around its base.
The stamp was printed on the Giori press and issued in panes of fifty stamps each. An initial printing of 120 million stamps was authorized.
