The Department issued this 4-cent stamp to mark the opening of the Eighth Olympic Winter Games on February 18, 1960, through the Tahoe City, California, post office.
Designed by Ervine Metzl, the stamp features the Olympic emblem of five entwined links and a stylized snowflake. This stamp was printed by the rotary process and issued in panes of fifty stamps each. An initial printing of 120 million stamps was authorized.
