The Department issued this 4-cent stamp in honor of Dr. Ephraim McDowell on December 30, 1959, through the Danville, Kentucky, post office. Dr. McDowell (1771-1830) performed the first successful ovarian operation, in which he removed a tumor in Danville, Kentucky. This stamp marks the 50th Anniversary of this event.
Designed by Charles R. Chickering, the stamp was printed by the rotary process, electric-eye perforated, and issued in panes of seventy stamps each. An initial printing of 120 million stamps was authorized.
