The Stamp Collecting commemorative booklet was issued January 23, 1986, in State College, Pennsylvania. This was the US Postal Service's first commemorative stamp booklet. In Sweden on the same day, the Swedish postal administration also issued a similar stamp booklet. The stamps were issued in two panes of four 22-cent stamps.
The booklet of four designs features a hand stamped cover, a boy examining a stamp collection, a magnifying glass examining Scott 836, and the 1986 Presidents miniature sheet first day cover. The stamps were designed by Richard Sheaff, except the magnifying glass stamp, which was designed by Eva Jern. The booklet stamps were lithographed and engraved.
