The Department issued this 4-cent stamp on April 11, 1962, through the Washington, DC, post office to mark the centenary of the birth of Charles Evans Hughes (1862-1948), the former governor of New York and chief justice of the United States.
Designed by Charles R. Chickering, the stamp was based on a photograph by Harris & Ewing of Washington, DC.
The stamp was printed by the rotary process, electric-eye perforated, and issued in panes of fifty stamps each. An initial printing of 115 million stamps was authorized.
